About the Layout Below
The 3-volley salute (typically with rifles) [1], fired by an odd number of members from 3 to 7 (7 being generally reserved for high ranking officers), is a ceremonial act performed at military and police funerals as part of the drill and ceremony of the Honor Guard. The custom originates from the European dynastic wars, where the fighting ceased for the dead and wounded to be removed, then three shots were fired into the air to signal that the battle could resume.
The layout of the War Memorial Building Honor Roll [2] on this website (shown below) is a representation of the three-volley salute with 3 columns of 7 per group. The Honor Roll pays respect to our fallen and wounded while symbolizing the courageous efforts of those brave men and women who selflessly place themselves in harm's way today maintaining peace, security, and freedom for the United States of America and other friendly nations around the world.
[1] The three-volley salute is not to be confused with the 21-gun salute (or 19-gun or 17-gun, etc) which uses a battery of artillery pieces.
